Was surprised to hear of his passing. Grew up next door to Frank and before him, his mother. My family has been next to him since the 1950's. Frank was always willing and ready to help if we ever needed anything and was always looking out for our mom in later years. You'll be missed!

R.I.P. Frank! You & I went to Harrington School for a time & I never thought that law enforcement would be your lifetime vocation. When I was in the banking biz my Asst. Mgr. was Joe Ferguson who was in charge of training when you went through the Academy. Joe told me that you told him that when you got your State Police badge it was the proudest day of your life. You gave everything you could give to keep the State & the community of Harrington safe & provide the security we appreciated so much. Your service will not be forgotten by the Manship house my friend. Frank, thanks for your service and......have s safe journey Home.

You are being prayed for. An officer needs a strong backbone, which is their family. I did not know him, but am grateful for all he did for this country and for Delaware.

Message from Retired State Police Captain James Corrigan

As state troopers, Frank and I attended the Harvard Glessner seminar for two weeks in Baltimore MD. The hotel we were staying in and rooming together caught on fire. We had to evacuate. I had a terrible time waking Frank to evacuate. He was a deep sleeper. During that time I determined that Frank was a very warm, friendly, enjoyable, sincere person, and of exemplary character. We became friends.
I am so sorry for your loss but know that he will be looking down on all of us and taking care of us in his friendly caring manner.
